So, who are the H.R. Losers? The hard working HR Professional who has spent their training & development budget, but has little to show for it. The effect of the training & development cannot be measured nor can it demonstrate any contribution to business results. They may have developed a comprehensive menu of sales, personal, management and specialist programmes. Many of these may run with few attendees, others have to be cancelled at the last minute. Competency frameworks may have been borrowed from other organisations & not deal directly with those things specifically needed by the organisation to achieve its strategic objectives.
